An Index of Mental Health System Performance

A quantitative measure is described for determining the extent to which obtained patterns of movement among programs in a mental health system reflect goals for client movement. The measure combines the probability of a particular move with a numerical value reflecting the desirability of that move. Characteristics of the measure are discussed.
