Virginia Polytechnic Institute and State University The purpose of this research was to investigate how effective representative teacher evaluation instruments are for determining eligibility of public school teachers for merit pay. Elementary school principals'ratings of teachers they considered deserving and not deserving of merit pay were analyzed. Findings suggest that rating instruments may be useful for making initial decisions about who should be eligible for further consideration.
