A Framework for Dialogue On Development Policies and Programs

4 research model composed of a conceptual framework and research strategy is described. The conceptual framework is derived from a control and econometric model where variable factors are arranged as exogenous and endogenous input variables that are linked to outcomes. The exogenous factors are beyond the control of policymakers and program operators, the endoge nous factors are controllable. The research strategy is a material approach to human sciences found in cultural anthropology. The factors are developed according to a taxonomy of sociocul tural phenomena, and deployed in four epistemological categories. Application of this model can lead to an objectively testable methodology for policy and program development.
